Animal activists and some Lubbock residents are questioning local police canine discipline techniques after a Lubbock police officer was captured on video using a leash to strike a police dog's face.

MTA promises limits on proposed police-canine training facility
After a meeting with leaders from the towns of Beekman and East Fishkill, the Metropolitan Transportation Authority has promised to make concessions on its proposed canine training facility to be built in East Fishkill, on the border of Beekman.
